Download it and put it in your plugins directory (you must have 1.3.2).

To toggle between modes, just click the menu item. It will change to indicate US or UK measurement modes. As a result, you have to use the 'M' key to initiate measure mode, since clicking the menu does something else now. Future plans are to have a sub-menu with several user-editable conversions, but it's plenty functional now.
