This sample url:

• http://worldwind20.arc.nasa.gov/t?T=105&L=0&X=23&Y=59

returns 200 OK + following contents:

Can't find tile
105 0 0023 0059 image/jpeg .jpg

Would it be better to handle this the RFC way with status response codes?
